Kotabaru legislator concerns over quota limits for special-assignment health workers - ANTARA News Kalimantan Selatan

Kotabaru, S Kalimantan (ANTARA) - Rahmad, a member of the Kotabaru's Legislative Council (DPRD) in South Kalimantan, expressed his concern over the quota restriction on health workers under the special assignment scheme (tuksus) in the regency.

Member of the National Mandate Party (PAN) raised the issue following the issuance of a central government's circular through the Ministry of Health's Directorate General of Health Personnel—on June 5, 2026, limitating the quota of health personnel on special assignments.

In Kotabaru currently there are about 288 health workers with special assignment actively working scattered throughout health facilities, from health posts (poskes), community health centers (puskesmas), to regional hospitals.

Rahmad stated that the legislature is fully committed to oversee and fighting for the fate of hundreds of health workers who are threatened by not being accomodated by the center's quota.

This issue has been conveyed directly to the South Kalimantan Health Office a few days ago. There was an in-depth discussion about this.

Rahmad explained that the funding for these regional healthcare workers come from the Regional Budget (APBD) rather than the State Budget (APBN).

Thus he noted that DPRD and the local government have the flexibility to establish a local legal framework.

As a solution to quota restriction, Rahmad explained that Commission III of the Kotabaru DPRD is now formulating special regulation.

One of the strongest option being considered is to issue a Regent's regulation (Perbup) to serve as a legal basis for status and appointment of the remaining health workers who are not included in the central government's allocation.

Rahmad believes that cutting or unilateral dismissal of the remaining health workers—those falling outside the 153-person quota—would have a fatal impact.

In addition to harming the welfare of health workers, a drastic reduction in personnel is certain to cripple the quality of public health services in the Kotabaru area.
